One of the most significant business stories of the past several years is the sudden and dramatic growth of what is called the “legal” marijuana industry. Marijuana, once banned everywhere in the U.S. and around the world, is now legal in some form under the laws of nearly all U.S. states, including Texas. The full legalization in Canada means that even multinational public companies are now investing directly in a product whose possession is still a felony under American federal law. Yet there are still significant concerns over legalization of a mind-altering drug, scientific issues about its use as medicine, and serious questions about how it should be regulated and taxed. More than a dozen bills to expand marijuana are pending now in the Texas Legislature, and Texas residents—especially businesses—need to understand the issues and try to determine what the future holds. Professor Frank Snyder, who in 2015 created the first marijuana business law class in the country, will give an overview of the current business and regulatory environment for the new industry and its implications not only for potential investors but for other businesses and for Texans interested in the policy issues involved.
