Our keynote speaker, Professor Mike Young, will discuss how Australia came to the conclusion that its water entitlement and allocation system was obsolete and needed to be replaced with one designed for the future. What would Texas have to do to reap the benefits of similar reform? Is reform of the current water rights system worth exploring?

Allocating and Sharing Water: Lessons from Australia
Professor Mike Young will discuss the many difficulties Australia faced during the redesign of its water system. The process was challenging for many, including the country’s scientists, and significant mistakes were made. If Texas decided to go down a similar path, what changes would need to be made? How would environmental needs be reconciled with issues like ground-surface water connectivity and declines in return flows? What knowledge is needed and how could this be turned into policy?
